A Study on the Discourses in the Revisional Process of Regulation of Medical Care Act

Abstract
This study explores various discourses shown in revisional process of Regulation of Medical Care Act. Critical discourse analysis was used. The results are follows. Discourse group from the Ministry of Health and Welfare and major conservative press emphasized that faulty fiance management of Medical Care Act was due to mainly moral hazard of recipients of Medical Care and fault demand management, while critical discourse group insisted that government¡¯s mismanagement of medical care fund caused a critical threat to the recipient¡¯s human rights including access to health. But critical discourse group failed to raise public concern about their discourse and thereby to get public support. As a result, revision of regulation of Medical Care Act was conjugated of the ideology of neo-liberalism and solution based on market logic and finally was introduced recipient¡¯s own burden rule for medical treatment and their restricted access to only selective hospitals.
